The study's general objective was to analyze how deficiencies in crime prevention regulations affect the protection of extortion victims in Lima during 2025. The methodology employed was qualitative, basic in nature, and descriptive, based on grounded theory. Semi-structured interviews were conducted with legal and police specialists. The results demonstrated that the regulatory framework is predominantly reactive and punitive, prioritizing increased penalties over strategic intelligence. A serious institutional limitation and lack of interoperability between the police and the public prosecutor's office were identified, leading to bureaucratic and ineffective protection measures. This increases the vulnerability of transporters and merchants, who normalize the payment of extortion fees due to the absence of preventive state protection. The study concluded that a state of structural defenselessness exists in Lima. Legal gaps in the control of technological and financial resources prevent the neutralization of the threat in its initial phase, consolidating the territorial control of criminal organizations and eroding public trust in the justice system.
